Our staff are based mainly in offices in Guildford, Surrey.
They provide technical, administrative and communications support and advice to the Partnership Board, the Strategy Board, Delivery Boards and Working Groups.

Martin Tugwell leads the Partnership Board's work on implementation and delivery, ensuring that strategic policies are translated into practical and achievable proposals. He is leading the work on developing the Regional Delivery Plan and ensuring that lessons from delivery are fed back into future policy development.
He manages the work of the three 'delivery boards' - the Transport Board, the Housing and Regeneration Board, the Economic Development and Skills Board. The 'delivery boards' work with partners across the South East to ensure the investment needs of the South East are properly identified. They also play a leading role in the preparation of the South East's Regional Funding Advice to Government and submissions to national Spending Reviews.
Martin has particular expertise in transport planning at a national and regional level. He led the work on the developing the South East's approach to prioritisation, work that was ground breaking and ultimately led to the establishment of the Transport Board. More recently he has overseen the South East's work programme arising out of the Department for Transport's 'Delivering a Sustainable Transport System' initiative.
Previously he worked for the Government Office for the South East and prior to that Devon County Council. He was previously a Council member of the Chartered Institution of Highways and Transportation and is a past Chairman of the Transport Planning Society. He is Chairman of the English Regions Transport Officers Group.

Catriona Riddell joined the South East England Partnership Board's predeccesor, the South East England Regional Assembly, as director of planning in April 2006. She leads on planning strategy with responsibility for the regional spatial strategy (the South East Plan) and for developing the new, single regional strategy. During this time Catriona has been chair of the English Regions Network Planning Directors Group working closely with colleagues in other regions and within Government on the emerging new regional strategy process and other developments in planning policy and practice. She is currently a member of the Planning Officers’ Society Cabinet, helping to ensure that strategic planning fits within the overall planning framework.
Catriona is a chartered town planner and previously worked in local government for 16 years. Prior to joining the Regional Assembly, she was head of spatial policy and information at Surrey County Council where she was responsible for the last Surrey Structure Plan.

Tim Stansfeld is SEEDA's Regional Strategy Director. He is responsible for SEEDA's economic research, policy co-ordination and town planning functions, and is leading SEEDA's input into the new Single Regional Strategy. Tim joined SEEDA as Head of Planning in October 2006.
Prior to joining SEEDA Tim was a planner in local government for over twenty years, principally working on planning policy, but also on wider corporate policy and partnerships.


Rachel is responsible for the management of the Regional Transport Board’s affairs. Her role is to support the Board in its delivery of the key funding priorities for transport in the South East region.
She has an MA in Geography and has previously worked in regeneration, property and economic development roles. She was an area policy advisor at SEEDA and regeneration manager at English Partnerships, where she project managed a portfolio of housing and mixed-use-development sites in Milton Keynes.

Ameeta is responsible for the management of the Economic Development and Skills Board's affairs. Her role is to support the Board in delivery of the key priorities for economic development and skills in the South East. In addition to supporting the work of the Economic Development and Skills Board, Ameeta also has a leading role in the work underway to develop the Regional Delivery Plan.
Ameeta was previously Policy Adviser at the Partnership Board. She has a degree in Geography from Cambridge University where she specialised in human geography focusing on the economy and policy.

David holds a degree in Biology and an MSc in Urban and Regional Planning and spent the first part of his career with the RSPB. After working as Regional Government Liaison Officer with the Environment Agency, during which he was seconded to both SEEDA and the Assembly working on sustainable development issues, he joined the Regional Assembly full-time as Regional Planner in mid 2001.
David currently leads on sub-regional strategies, implementation, and environmental planning issues. Current areas of work include waste, minerals, renewable energy, sustainable construction, climate change, water resources, water quality, flooding, and biodiversity including the Thames Basin Heaths delivery plan.

Alison is a Chartered Town Planner with nearly 20 years of strategic planning experience in the South East. Responsible for managing a range of work and research programmes, most recently she has been jointly leading on the development of the Regional Strategy and on the implementation and monitoring of the housing policies set out in the South East Plan.
Alison is also a technical advisor to the Regional Housing and Regeneration Board, seeking to ensure a more joined-up approach to planning, investment and delivery of housing. She has contributed to a number of sub-regional strategies across the South East, and has been the lead liaison officer for Oxfordshire since 2008. Alison has regularly represented the South East at inter-regional and national level meetings and on research project steering groups.

Andy Mak joined the former Assembly in September 2003 following posts in local government, and has had a varied career across the broad sphere of strategic land-use, transport and economic development planning. He presently manages the South East England Transport Board's Delivering a Sustainable Transport System work programme on behalf of the Partnership Board, and on the transport work for the South East England Strategy.

Sue leads on work work carrying out the Board's statutory duty to assess the general conformity of Local Development Documents with the Regional Spatial Strategy and as a statutory consultee on major planning applications.
She has an MPhil in Town Planning and is a Chartered Town Planner with 24 years experience of working in local government. Prior to joining the organisation, Sue managed the District Liaison Team in the Planning and Countryside Service at Surrey County Council and had responsibility for leading on all aspects of planning policy related to infrastructure provision to support new development and to retailing.

Nikki Nicholson leads the Board's work on monitoring. Her role includes developing the monitoring framework for the Regional Strategy and production of the annual Regional Monitoring Reports. She led in developing the economic and town centre and retail policies for the South East Plan and is now involved in developing the economic development policy for the Regional Strategy.
Prior to joining the organisation, Nikki carried out economic development and urban regeneration work for consultancy SQW. She has a masters degree in Environmental Assessment and Evaluation from the London School of Economics and a MA in Geography from Cambridge University.

Mark previously worked at Greenwich Council. He holds a Masters degree in Urban and Regional Planning Studies from the London School of Economics, and has ten year's experience predominantly in local government planning policy.
Mark's work is principally concerned with housing issues such as housing market areas, land availability, dwelling type and size, and environmentally sustainable housing construction. Mark will also lead on the forthcoming partial review of the South East Plan covering Gypsies, Travellers and Travelling Showpeople, and he is the regional contact for the Kent Thames Gateway sub-region.

Cath holds a MSc in Town Planning from London South Bank University, and a BSc in Geography. She is responsible for the day-to-day management of the Regional Strategy development process, as well as our work on green infrastructure and the Thames Basin Heaths, planning for health and the built environment. She is also the regional contact for the Western Corridor and Blackwater Valley sub-region.
Prior to joining the organisation Cath worked for Elmbridge Borough Council in the Policy and Environmental Planning Team, and also spent some time working in the Development Control section.

Dominick holds a Diploma Town Planning and BA (Hons) in Town Planning from Sheffield Hallam University.
He joined from Broadway Malyan Planning and has over two years experience within private planning consultancies within the South East. His experience includes a wide range of projects for both private and public sector clients. Dominick's work is principally concerned with housing issues.

James holds a Diploma in Town Planning and BA (Hons) in Town Planning from the University of Newcastle upon Tyne.
He joined from North Tyneside Council, where he worked in local planning policy. Previously he worked as a development control officer for Selby District Council. His experience includes a wide range of local planning issues, from policy development to planning enforcement. James' work is principally concerned with transport issues and the implementation of the South East Plan.

David holds an MA in Environment and Development from Kings College, London, and a BSc in Planning from Kwame Nkrumah University of Science and Technology (KNUST), Ghana. Prior to joining the organisation, David worked with the Wassa West District Assembly in Ghana and also spent some time undertaking field humanitarian research with the British Red Cross Society during his study period in the UK.
David's key role includes working on the development of minerals and waste policy issues, assisting in research and development of social-related policy implementation. He will also be contributing to developing the Board's role in assessing the general conformity of local development plan documents with regional strategies.

Fiona's work is primarily focused on transport issues, including the implementation of the South East Plan and supporting delivery of the Regional Transport Board's funding priorities for transport in the South East.
She holds an MSc in Transport Planning and Management and a BSc in Human Geography. Fiona has experience in planning and transportation roles having spent two years with Broadway Malyan Planning, following three years at Surrey County Council in Transportation Development Control.

Greg joined from Thurrock Borough Council where he worked as an Environmental Planning Assistant. His work primarily focused on developing the Council's Greengrid Strategy and taking this forward into the Local Development Framework. Greg now works on sustainability and climate change issues. He helped prepare the South East Regional Sustainability Framework, prepared responses to consultation on local development frameworks and worked on projects involving natural resources.
He has an MA in Planning Policy and Practice from London South Bank University and a BSc in Geography and Environmental Management from the University of the West of England.

Nick joined the Partnership Board in February 2009. He holds a BA (Hons) in Planning With Transport from the University of the West of England.
Nick works as part of the transport team, focusing primarily on delivery of the DaSTS transport objectives and the work on aviation.

Tom holds an MSc in Spatial Planning from Oxford Brookes University and is a chartered member of the RTPI. Having previously worked as a member of the monitoring team, Tom now contributes to a variety of planning work, primarily focused on housing issues. Supporting the economy team, Tom is also involved in developing an economic forecasting model to support the regional strategy.

Kate joined as a Regional Analyst in 2002. Prior to taking up this role, Kate completed a Post Graduate Diploma in Geographical Information Systems (GIS) and then moved on to work in the oil and gas, telecoms and water resources industries.
Kate set up and now manages and develops the Partnership Board's GIS and associated data and information systems. She oversees the production of maps and graphics for the Board's publications and an evidence base for the development of regional policy.
Kate leads on monitoring and is responsible for the development of the organisation's monitoring framework and production of the annual Regional Monitoring Report. In addition she oversees the region's observatory, the South East England Intelligence Network (SEE-iN), which provides a portal to data and information about the region.

Sandrine holds a BSc in Geography and a MSc in Tourism and Planning from the University of Bordeaux/Exeter.
Prior to joining she worked for a Consultancy where she was responsible for evaluating projects.
As a Regional Analyst, Sandrine is part of the monitoring team where she is responsible for providing support on housing monitoring, GIS and demography issues. She is also involved in drafting the Regional Monitoring Report and managing the monitoring surveys.

Simon joined the Partnership Board in May 2009 after two-and-a-half years as communications manager at a London NHS trust, where he oversaw the public consultation on a £500m redevelopment of an 80-acre Victorian hospital site.
Prior to that he was a marketing manager in the pet industry and spent many years in travel: first as public relations manager for a ‘volunteer travel’ tour operator and then, more recently, as a freelance travel writer and columnist at Verge magazine. In 2006 he wrote a book called The Greatest Travel Tips in the World, which was published in 2007.
His training is in English, communications and visual art and graduated from Leeds University with a BA in History of Art in 2001.

Neil joined in January 2002 and is responsible for the development, maintenance and promotion of the Partnership Board website. His skillset includes several design and development packages, as well as databases and hand-coding in several languages.
Neil is also responsible for all aspects of the organisation's IT systems and is a Microsoft Certified Systems Administrator and Technical Specialist, with experience in network analysis, security, messaging, content management and backup applications.
Neil has developed many areas of the site, and worked to improve usability and accessibility, as well as ensuring the site is consistently kept up to date. Additionally, he has been responsible for overseeing three website redesign projects, ensuring the organisation keeps pace with the latest designs and technology. In his IT role, Neil has been responsible for specifying and installing a new office server network, designing and implementing a disaster recovery solution, and rolling out the distribution of new software.
