Waste Studies
The South East England Partnership Board (SEEPB) has carried out work to review policies on waste in line with national waste planning policy set out in Planning Policy Statement (PPS) 10. Following the revocation of the RSS by the Secretary of State in July 2010, regional planning documents will no longer be required.
However, further guidance issued by the Chief Planning Officer when announcing the revocation of RSSs stated that planning data and research currently held by Regional Local Authorities Leaders’ Boards should be made available to Planning Authorities to assist in the preparation of their local development plans during the transition period.
As part of this data and information gathering process, SEEPB commissioned Scott Wilson to undertake the following studies;
- To review the approach taken in the South East Plan (RSS) in interpreting and applying PPS10 and PPS11 policies relating to the management of waste generated within the region as well as outside of the region and the provision of a more spatially specific policy on nationally, regionally and sub-regionally significant facilities.

In the context of the revocation of regional strategies and the associated guidance, it is envisaged that these reports can still form a useful basis for consideration by WPAs in making future provision for strategic facilities that can meet local, regional or sub-regional waste management needs including provision for London’s waste.
Climate Change Vulnerability Assessment
The South East England Partnership Board has carried out an initial assessment of the South East's vulnerability to climate change. The assessment seeks to identify vulnerability 'hotspots' and includes a detailed assessment of the risk of flooding and erosion in the region.

Annual Strategic Waste Monitoring Report for South East England, 2008-09
The South East Regional Technical Advisory Body (SERTAB) has produced its first annual Strategic Waste Monitoring Report (SWMR) on progress towards delivering regional targets for waste management set out in the South East Plan. The report was prepared by Beyond Waste consultants supported by Alliance Planning.

Since issue of the SWMR, a number of data errors have been identified in Table 29 shown in Appendix 3. This was due to an error in data transfer from the Environment Agency interrogator plus a mis-attribution of inputs between districts for a specific site that straddles an administrative boundary.

The following values are affected:
- Car Breaker - values for West Berkshire should be 0 with values shifting down a line; this affects West Berkshire, West Sussex, Royal Borough of Windsor and Maidenhead and Wokingham
- CA site Reading value should read 0 with value 11240 and 7370 shifting down a line; this affects Reading Slough and Southampton
- Inert Transfer Station West Berkshire value should be 0 with 3841 and 1541 shifting down a line; this affects West Berkshire, West Sussex, and Royal Borough of Windsor and Maidenhead
- Non-hazardous landfill with 296,865 and 21,156 shifting down a line; this affects West Berkshire, West Sussex, and Royal Borough of Windsor and Maidenhead; amalgamation of Royal Borough of Windsor and Maidenhead value into Wokingham cell.
All other values remain unchanged.

A review of the South East's aggregates policy
In 2009, the Partnership Board carried out a review of South East England's planning policy for primary, land-won aggregates (Policy M3 of the South East Plan).
In October 2009, the review was considered at an Examination in Public (EiP) (see Planning Inspectorate website for details) and the report of the EiP Panel was released on 27 November 2007.

Renewable energy review by TV Energy
The South East Plan contains targets for renewable energy development. Since it was published, new national targets have been issued.
To take account of this, the Partnership Board is reviewing the South East's current targets to inform a new regional strategy that will eventually replace the South East Plan. A preliminary review has been undertaken by Thames Valley Energy on behalf of the Partnership Board. This reviews the evidence supporting the targets and potential scenarios to achieve higher targets.

Assessing the potential for combined heat and power and distributed heat in South East England
The South East England Partnership Board has undertaken research to identify where there is the most potential for developing Combined Heat and Power (CHP) and Distributed Heat systems in the South East of England. The opportunities identified are based on an assessment of waste heat sources and potential heat demand.
