Housing and Regeneration Board
The Housing and Regeneration Board usually meets four times a year and is tasked with monitoring progress against the regional housing strategy and agreeing regional priorities to inform advice to Government on funding.
The Board believes the South East region needs to:
- Build more affordable homes
- Bring decent housing within reach of people on lower incomes
- Improve the quality of new and existing homes
- Provide more housing for essential lower-paid workers.
- Bring about economic benefits to the region through regeneration

Members
Elizabeth Cartwright (East Hampshire District Council) - Chairman
Elizabeth Cartwright is chairman of the South East Housing and Regeneration Board and is cabinet member for housing at East Hampshire District Council (EHDC). She was the EHDC representative on the now dissolved Regional Assembly and an ex-officio member of the executive. First elected in 1987, Elizabeth has extensive experience of housing issues, having been housing committee chairman and council representative on the boards of Hangras and East Hampshire Housing Associations. She was leader of the Council from 1999-2004. She is also a member of the Rural Housing Advisory Group and chairs the Hampshire Alliance Rural Affordable Housing (HARAH) Members Group in central Hampshire.
David Edwards (Homes and Communities Agency)
David Edwards moved to the Homes and Communities Agency as regional director for the South East from English Partnerships, where he was regional director for Southern England.
Previously he combined the roles head of regeneration, land and property and chief estates officer at Communities and Local Government for a period of three years.
Howard Ewing (Government Office for the South East)
Imtiaz Farookhi is chief executive of the National House Building Council (NHBC) which provides warranty, risk management and regulatory services to the UK house building and construction industry. As NHBC’s chief executive, Imtiaz plays a key role in highlighting issues facing UK house building such as skills shortages, sustainable development and customer service.
He is currently chairman of the National Skills Forum for Construction and the Built Environment and a Board Member of CITB – Construction Skills. A former board member of the Environment Agency and of the Learning and Skills Council, Imtiaz has substantial experience in both urban regeneration and post-16 education policy. He has also served on the Further Education Funding Council, on several public private partnerships, on a training and enterprise council and a business link.
Richard Gates (Waverley Borough Council)
Richard Gates is the councillor for the Bramley, Busbridge and Hascombeleader ward in the borough of Waverley. He is leader of the council and a member of its executive with portfolio responsibility for areas including the corporate strategy and human resources. He is also a member of the council's joint planning committee, area planning committee (Eastern), emergency advisory group and appeals panel.
Angela Lawrence (Vale of White Horse District Council)
Angela Lawrence is the councillor for Abingdon Northcourt ward of Vale of White Horse District Council. She is chair of the Abingdon area committee, executive portfolio holder with delegated authority for health and housing and standards, and is a member of the development control committee.
Sue Nicholas (Dover District Council)
Sue Nicholas has been a councillor since 1987 and represents River ward in the district of Dover. She is the cabinet portfolio holder for srategic housing, local authority housing, landlord policy and tenant affairs.
Tony Reid (East Sussex County Council)
Tony Reid was born and raised in Australia where he studied geology and pursued a career in the international oil industry, and came to live in the UK permanently in 1992. He was elected councillor on East Sussex County Council for Buxted and Maresfield in 1997. As well as being deputy leader of East Sussex County Council, Tony is also involved with environmental organisations. He is a conservator of Ashdown Forest, member of the Regional Environmental Protection Advisory Committee, and vice chairman of the Sussex Downs Conservation Board and Woodland Enterprise.
Nick Rose (Chiltern District Council)
Nick Rose is the councillor for Cholesbury, The Lee and Bellingdon ward in Chiltern district and is the council's cabinet member for planning and transport.
Ed Turner (Oxford City Council)
Ed Turner is the councillor for the Rose Hill and Iffley ward of Oxford and is deputy leader of the city council.
Gerald Vernon-Jackson (Portsmouth City Council)
Gerald Vernon-Jackson has been a councillor in Portsmouth since 2003 and has been leader of the council since 2004. He represents Milton and Eastney in Southsea. He has overall responsibility for the co-ordination and presentation of council policy, is the main spokesperson for the city council and chairs the cabinet meetings.
